I once had a bike I had rented for the summer stolen, found it again, brought it back, but only for it to be stolen again a few hours later. Many a bucks must still be made with stolen bikes and parts...
I am waiting for places like Portland, Seattle, Berkeley, and even Port Townsend, where we moved from,to figure out how to govern w/o descending into semi chaos. PT hit the ideal pretty closely, but the lockscore was mediumish I think.
