One answer comes to mind : "one who keeps the court in check " (check as in chess ie). Or "one who keeps the court in cheque", perhaps.
On a separate note, perhaps the one who can impeach a judge ? (in the nation to which I belong, impeachment refers only to the President (the nominal Head of State) and judges of the higher judiciary).
