The envelope sort of thing at the end used to contain a card that was (is?) retained by the library in a separate shelf to show which all books are out on loan etc, at least it was/is so in the place I live in.
A separate card used to be placed in the envelope when lent out, this had a record of the dates when all the book had lent out and and returned.
